Each of the projects that the "Comisión Federal de Electricidad" (Federal Power Commission) undertakes in the national territory entails a social development program whose objectives are to identify and diagnose the characteristics of the area where the works are to be carried out.  

Therefore, the program contemplates an analysis of the social dynamics and structure of human settlements, including such basic elements that are deemed to be of interest to the community.
